Meeting started at 6:30 p.m.

Treasurer’s Report: Presented by Craig Louthain. An emergency check was written last week for scouts to attend the Council JLT. (Four scouts want to attend: Kevin Bushaw, Derek Dwyer, Nick Horan, and Alex Reece. They need to be paid by May 1.) $3285 will need to be paid for Camp Ingawanis as well as $340 for tent rental. See attached report.

Past Events

Summer 2003 - Philmont: [Philmont is saying that we owe them for one other camper. Bill is waiting for the other troop to determine what they paid.] No new information.

OA Elections: Of the 7 scouts eligible, 2 of them were elected. The Troop Committee has also elected one adult. AS the troop is not going to a local council camp this year, do we need to notify people of opportunities to be called-out? There are 3 opportunities at this time. It was moved and passed to tell the elected individuals now so they could plan on when to go. Sandy Schwartz, Zane West, and Derek Dwyer were elected.

April 13, 20, 23-25: Pioneering project at Anderson Woods: Nathaniel, our new scribe, needs to write a thank you letter to John Sutherland for helping with the knots. The Pioneering was not completed due to the trip to Utica. Most of the spars were moved to Ron Benoy’s yard. Andrew Benoy was interviewed and filmed by a Chicago television station. Andrew just gave a telephone interview today to the Rockford Register Star.

FOS: Phil will call families that did not attend the Family Night, as the troop is $300 short in contributions.

Future Events

Swim Night: Brian Kemker is coming tomorrow night. Ingawanis will not accept the swim test so it will not be done here.

May 11th meeting: The PLC will meet, but there is not a regular meeting because the troop is going to the theatre in Belvidere on May 12th. Class A uniforms will be worn.

May 21-23 - Spring Camporee: Cost is $8 per person. It is at Camp Canyon. They are asking that each person bring a can of food for a food pantry. We must pay $8 each by May 15, or the price rises to $16 each.

BMX Food Tent (June 17 – 20, 2004): Everything seems to be set up except a few details. Those will be settled tomorrow. We are supplying labor and food, and the track is supplying the refrigeration and freezer trucks, electricity, tents and dry storage, etc. Our profit will be split in half, half going to BMX for their expenses. Phil and Eric are coordinating this. This is Father’s Day weekend - need volunteers for Thursday through Sunday. Phil Will set up a sign up sheet for the next scout meeting. All money will go directly into the troop account.

BMX Clean Up (June 20, 2004):

JLT (June 20 – 26, 2004): Four Scouts going.

Summer Camp (June 27-July 3, 2004): 27 Scouts and 7 adults are going. Ken will take sizes for green shirts for any scouts who still need them. Tents are reserved, and some health forms still need to be turned-in.

White Water Rafting (July 17-25, 2004): The meeting to determine recommendations for adult costs did not occur. They will meet tomorrow on May 4th at swim night and then make a decision with available leadership. The total estimated cost is still $550 per person. Ed will contact Al about Canoeing and White Water Rafting merit badges.

Florida Sea Base (Aug. 7-14, 2005): A new payment was needed, so it was decided to register for a "minimal" crew. Eric had sent a check via certified mail. We are signed up for 6 people at this time. (The maximum crew size is 8 people, including adults.)

Troop Development Committee:

May 1-2: Lake Ripley was cancelled.

May 8: Service project.

May 12: Going to a dress rehearsal at Belvidere Community Center – 8-10pm.

May 15: Rockford Art Museum; 10-12 noon; $3. Need an adult to assume responsibility – Ed will do it. It was moved and passed that the scouts will pay the fee themselves.

May 25: Tour of the Coronado Theater from 6-8 pm. Troop 139, Lou Spencer, will join us and pay $50.

June 1: Signals for survival and edible plants at Baumann Park. Ed and Phil will coordinate that, too.

Aug. 14: Tall ship sailing off of Navy Pier. Cost is $500 minimum. Time is 11:00 a.m. to 12:30 p.m. Locations for camping are being explored. A motion was made and passed to pay the $250 deposit by May 15. The activity will cost $10 per person, and the campout will be extra if scheduled. Webelos II scouts will be invited for the day only.

Miscellaneous Business

Quality Unit Award: Re-chartering will be in January in the future. We need to keep track of service hours for each charter year. So far the troop has done the Hunger Connection (3-hours per person) and Utica (9:30am – 4:00 pm for 26 people). Service hours are described as activities that do not directly benefit Scouting or can be attributed to a rank/badge, etc. We will do the Hunger Connection again in July.

April is Youth Protection Month. If you haven’t had it done in the last 3 years, you need to redo it. You can do it online. The movies will be presented at the May 18th meeting. Ed and Phil will bring extra televisions. The Venture crew will also be invited to join for this.

The Troop explored on-line checking via our account at Alpine Bank. Craig obtained the forms. There is no cost for "view only," so an application will be made with each signatory agreeing.

Eric is checking into replacing the destroyed tent and will take care of it. Any new youth tents will be dual entrance tents. The patrol leaders will sleep in the dome tent next campout to determine their functionality compared to Eurekas. Eric will get rid of two old red tents and old youth brown tents. The old adult tents will be given away.

Bill LeFevre was approached again about moving the troop’s meetings to the other fire station. The committee decided to remain here in Cherry Valley.

New Hats: They will be black and red. Sandy and Gretchen are coordinating the purchase.

New Scarves: Eric compared the current scarf with a new one, and there was a minor difference. It was decided that future scarves need to be bigger, and a size will be given to Marion. MaryAnn will furnish the new size from the new, larger Woodbadge scarves.

Points: Ed reviewed the current system. Some minor adjustments were made. The maximum point cap for rank and badge advancements was raised from 1000 to 1400 points per year.

The discipline agreement needs to be sent to the new boys and their parents. Sandy will take care of it.

MaryAnn shared some information about the Troop Master computer program. Looking at getting a new version after the BMX funds are accounted for.
